The addressess matched in access-list 1 will be routed regularly. No further processing of the route-map will be attempted.

Lets say if I set up a route-map like this:
route-map NAME deny 10 match ip address 1 set ip next-hop
what would be the effect of DENY in the statement above?
You don't. You will see that the PERMIT is often use instead.

If they are routed regularly, then why do we setup this Policy Routing?
