If i have network with selected DR and BDR, and i will connect new router with the highest priority will he became DR ? or nothing changes ?

It won't become DR until next DR election. That is one of the mechanisms in OSPF which help to get better stability.
The only way for the new router with the highest priority will be able to become a DR would be if the current DR went down which would force another election in OSPF.
