Not normal. They might flash ocassionally or more often when you're doing something on the internet, but not continuously. That means whatever computah you have plugged into port 1 is either downloading a bunch of stuff from the internet (assorted updates), or spewing crap all over the internet because your computer is infected with a virus or worm. Update your virus scanner and scan your machine for virus's.
