Basic VPN setup

I'm new to vpn. For now, I have a simple question. Undoubtedly, I will have more as I proceed with my setup. First of all, an assumption: I need a static IP from my cable internet provider. Now my question:

Do I need any additional hardware beyond my Windows or Linux server?

No you don't.

no-ip.org

does nicely with non-static IP addresses for VPN. (period)

Static IP is not required if you use a dynamic DNS service such as dyndns.org.
