Do all voip providers charge outgoing toll-free calls (800/866/877) against plan LD time or are they unlimited? I submitted this question to Voicepulse but have not received a reply.

Vonage doesn't charge them against my minute quota.

You will have to look babytel.ca does not charge.. you will find some places can not call some canadian or USA vise versa toll free numbers.
voiceplus people are not that great on understanding what they sell. Live in fear?! I recommend trying somplace else
