Cellular and *true* CallerID?

Why is it that cellular doesn't have *true* CallerID? I'm not talking about having a person's info flash up if s/he's in your phone's address book (which is handled user-side and has nothing to do with the cellular infrastructure), I'm talking about ANI. Why don't cell companies implement this? Is the problem regulatory? Technological? Lack of standards? Expense?

I never thought of it like that but you're right - cell phone user pay for the usage time so they should be getting ANI, not CLID.

It's akin to having an 800 number. Back in the day I had an 866 number through a carrier that would convert ANI to CLID. Worked very well.
