I'm trying to find a type of interior siren/horn motion detector that can be plugged into an outlet. Do they make such an alarm? If so, are there any recommendations?

Yep. Don't buy one.
Check out "X-10". It's not equipment you should rely upon to provide actual security for your home or business, but it does fill a "niche" for applications such as drive-way sensors for example.
