norstar meridian ics

Hi Folks:
I had a lengthy power-off on this system that erased everything. I
have it up again, now, but the prime set is ringing on one of the PBX
lines. The line access list for the prime set displays 'not assigned'
for this line, but I can't even switch it to ring. The only two
options are 'not assigned' and 'appear only'. Other incoming lines can
be switched to ring and appear. I can't find anything unusual in trunk
or line data for this line.
Any help appreciated!
