Is it normal for the LED on the TR16A Touch-Tone Controller to be ON all the time at rest, and flicker when sending a command? I ask this because it acts the exact opposite of the unit it replaced (a TR270 Telephone Responder), which is OFF at rest, and flickers with commands.
