That depends, do you want it to work? If so, you'll likely want to say yes. You can use PASV mode to avoid accepting any connections, but they may or may not work depending on the server, and any NAT boxes between you and the server.
Your should deinstall Zone Alarm and better use the Windows-Firewall, for example. Then you get rid of such senseless popups.

"senseless"? Strange that the ZA firewall is properly asking the OP about the status of a "Server" service on their machine - and you want them to completely ignore that type of thing by using the windows XP unfirewall.
It's no wonder so many people ignore your advise.
