Symantec/Norton Firewall and Remote Administration

Greetings!

I need to find a way to disable norton firewall or at least add some exceptions. I have been doing remote administration using a combination of PSTools and Group Policies. I recently discovered that many of my changes weren't being applied to a number of users and the problem seems to be their 3rd party firewall. Despite company policy many of these people installed Norton Internet Security which is overkill considering we have a terrific spam filter, corporate antivirus, and our own firewall in place. There are to many users for me to hunt down however. I do have the power of user logon scripts too if anyone can suggest a way of using that.
