I have recently aquired a second hand Firebox III 700. However this box came without any software does any body have a copy of the system manager used to add policies etc

Call WG and purchase support, they will provide software.
Without a license key the unit is useless - and you can only get the license key from the first owner or WG by purchasing one.
No reputable person would provide you with the software for free.
