Virtual Tunnel Interface Flapping - Route Redistribution: static->RIP->OSPF

I have virtual tunnel interface (IPSec IPv4) that is flapping up/down every 90 minutes. Since a static route points at the interface and that routing information is redistributed into RIP and then into OSPF, we're seeing the manifestation of the interface flap showing up in OSPF. I want to prevent that from happening; I think the best way is with a timer.

So, where's the best place for the timer? Static perhaps? I.e. prevent the static route from being removed from the routing table with the "ip route static adjust-time" command.

My assumption is that the ip route static adjust-time command prevents an up/down interface from affecting the static route? Is that correct?
