Try: storm-control unicast bps 2000000
You can't traffic shape with a 3560 , only Police. If you want shaping you would need to do it with a router.

Use srr-queue. It uses a percentage based type of algorithm. You will need to hard set both devices to 10/Full to go down that low. Lowest percent you can go is 10, so the only way to get to 2M using ssr-queue is hard seting to
10M/Full.interface FastEthernetX/X speed 10 duplex full srr-queue bandwidth limit 20
20% of 10M = 2MThis sets the egress bandwidth so you will also need to set it on the other port you are trying to limit.
