Have a router that can't ping a remote IP. Can ping 10.3.1.1, but can't ping 10.3.1.5. Tracert shows it dropping off at the remote site. Weird thing is that I can ping both from another remote site.

I would suspect that the router at 10.3.1.5 does not know how to return the ping, issue the command "show ip route" to insure that the router knows where to go.
