1) If the Catalyst 1700 ROUTER, can be firmware upgraded to support IPV6?2) What would be the least expensive discontinued Cisco Router supporting IPV6?

Yes, some models can. There's like 3 seperate classes of 1700s though. Use the cisco feature navigator to find a version for of code for the one you have.
I had a 25xx working, although trying to get one of those few images would extremely difficult now. You could probably find a few images for the 26xx now-a-days.
