Check out Servers Alive from Woodstone.nu. Great program will do that an much more....

I believe the most robust tool availabe is from Solarwinds.net. We use their Orion package for a core monitoring package we resell. great web interface
We use Intermapper from DARTware to monitor around 500 cisco devices, its very flexable and quite resonable priced.

Yes, Intermapper is very good. At the open source-side there are NAGIOS and MRTG, also a powerful system but not that easy to use.
