Tom,
What "release" is your 2924 switch? Is it 2924XL? Then the latest IOS version is 12.0(5)WC17. And here are Release Notes:

For 2621 (non-XM), the latest release is 12.3(23). Non-XM version do not support 12.4 releases. Feature set depends on what you need and may be limited by the size of your FLASH memory.
