LAN Switches flip the state frequently

Hi, all,

Our office is now established with new devices Cat2960 & Cat3560, but I found the state changed frequently, as the following :

What does the interface on the other device look like? Are there error logs on that device? Can you do a show run int gig 0/21 for me also.
