Good day! I have a problem. i`ll try to do a phone call but the line is busy!

Your call is call is coming as a voice call, and the router does not know what to do it, so it throws out a busy. ISDN is not like analog where you call the number from your desk and see if you can hear modem tones. ISDN data calls, come in as DATA.
