Help with IOS12.3d9 and a NI-2 PRI

Hey guys, normally I just lurk but I need some help from the collective mind share. First though sorry for posting more config then I have to but I'm not sure what is relavant

Before I list my problems I thought I should say that I _seem_ to have the phsyical ISDN link 2/3 setup properly. There are no errored seconds, slips, and the 'show isdn status' always show it second. I can make calls both ways and the audio sounds fine - however the unit isn't handling the calls quite the way I want

Incoming calls: In coming calls have audio that work, I can see the digits being passed to the first when a call is coming in and everything looks good. However the cisco doesn't really seem to be doing much with those digiits. It answers an incoming call to any number ( it seems) and just treats it like a normal FXO (I think, incoming line) and starts to match digits. How can I make it match the received digits off the dailplan ???????

I can make outgoing calls normally from the sip to PSTN side. However when I place incoming call to the Cisco it answers any number and gives me a dialtone, I put a destination that matches a SIP dial-peer it it connects the call (if it answers in the few seconds before it hangs up) and then terminates. After the config is also the Cisco 'debug isdn q921','debug isdn q931' output
