the command is used mainly to reduce the amount of traffic in an area caused by the flooding of LSAs. By default, OSPF floods LSAs out all participating interfaces (except the one from which it is learned), and that can cause a high load of traffic and potentially instability during flapping. So the command can be useful in large, fully-meshed OSPF environements. Also, the command still allows adjacencies to be established, it only blocks LSA advertisement... Does that make sense ?
