There is no case where both timers will apply.
Exec-timeout applies only to an exec session, never to a framed (e.g. PPP) session.
Dialer idle-timeout applies only to a framed session, never to an exec session.

They are mutually exclusive. exec-timeout is for exec sessions. dialer timers are for frames processed by the router.
