When I do a cle ip o process in an area other than area 0, does it affect the other ospf areas and area 0 or does it just recompute the ospf table in the subject area?

The area really is not pertinent. Clearing the routing tables affects only the local router. Neighboring routers will forward LSA's as appropriate. Recomputation of routing tables will be performed only on the local router, not throughout the whole area.
