I have couple questions regarding Cisco VPN Management Solution(VMS): Can VMS be installed on a Windows 2003 cluster? Can it be installed on a machine with more than one NIC (in multiple subnets)?

Probably. The documented os version requirements are not strongly enforced.

Note: you can test these things for yourself by downloading and installing the trial version.
The server requirements don't say anything about clustering (in support or against). I'm guessing it wouldn't have a problem running on top of a cluster...but I guess I'll just have to test it and see. Thanks.
AFAIK no - Ciscoworks does not support clustering, but check with the server requiments.
