Does anyone know if this device will allow me to ohave two host connected to the same data source with full read/write capability? Example; Host #1 writing to File #3 inserting a record at the same time Host #2 is also writing to File #3.

No. A LocalDirector is a first generation load-balancer (about 15 years old). If you are talking about records in a database, then what you need is a database server.
