Cisco IP HTTP server add user

I have a Cisco 2600 server 12.3 IOS which I want to add a user to over http. For instance http://1.1.1.1/level/15/exec/(add user) does anyone know if this is possible via the web interface and if so what is the http commands

Note I can add aaa new model with the command http://10.1.1.1/level/15/configure/aaa/new-model but still need to know how to add aaa authentication login default local
