We've got a Cisco 1603 at each end of a 2mb leased line, we're considering putting VOIP traffic over this link, does anyone know if the Basic ISDN IOS will allow us to implement QOS?

I don't think the 1603 can handle a full 2MB of traffic, never mind adding QoS. The model was discontinued a number of years ago and was the lowest of the low end without much capability. Upgrade to a 2801 or 2811.
