I just got my 2513 router running IOS v11.2. When I try to reconfigure the router using the setup command, I receive an error message "no such command" I need to reconfigure the system so I can access the "EN" mode to load v12.2 IOS.

"setup" command is available in "en" mode (privileged mode). You need to look for "password recovery procedure" for your router at Cisco's website.
