What year did they start labeling CAT-3 on ethernet-grade UTP cable?
Just curious. I installed first generation Cabletron hubs and don't recall CAT labeling happening until sometime later.
When was teh CAT-3 spec for cable finalized?

I dont know the exact date, but I remember putting it in the early 90s. You probably should check out the IEEE website for that information.
The categories were first defined in EIA/TIA TSB-36 back in 1991. I think they started printing category marks on the cable somewhere around 1993
