Using XP Home, the Presario will connect in SAFE Mode but not in normal mode. using a Bell South Westell Modem. Connected direct to the NIC card. No router, hub or wireless.

Try pinging 205.152.0.20 this is an 'almost always' exposed server on BellSotuh's network (DNS server). THis will tell you if you are getting past your DSL modem.
