Nope, it isn't. So, basically, there's no way I can get the other ~6mps? If not, I can live with it.

Well, you can try playing around with drivers, firmware, AP and client positioning, interference sources, channel changes, antennas, additional APs, alternate firmware, repeaters, different vendors, etc, but WiFi and {speed, reliability,marge file transfers} IME don't really go together.
