Charges for multicast traffic

Hi, Why is it difficult for the internet service providers to calculate the charges for multicast traffic ?

Because, like broadcast TV, its transmitted to the entire customer-base and listening to it is passive, so there's no way to determine who is tuning in.

If the traffic was encrypted with a proprietary technology requiring local hardware to decode then the 'problem' would be solved. This is essentially how CATV works of course.
