Does anyone know of any test equipment that could be used to test a UK Caller ID signal (receive and interpret the signal)? It would be useful if it could provide diagnostic information as well.

I can't fully answer your question, but I'm pretty sure that analogue CLID for BT in the UK is sent in a squirt of FSK before the first ring.
There'll be a BT SIN that gives chapter and verse:
and I expect that there must be proper test equipment that does the job.
