How long before CPC signal is sent?

I'm in the Northeastern U.S. (Verizon).

When one party hangs up the phone, how long does the phone company wait before sending a CPC signal to the other party? Does it vary from region to region/company to company?

Does 15 - 20 seconds sound normal?

Note that a large # of switches NEVER deliver CPC. I believe SLC-type remotes do not as well.

In many parts of the country I've noticed that the called-party can put the receiver down on the cradle and run to another phone and successfully pick up the call there. The switch seems to give you a grace period on hanging up so you can do a "sneaker-net" phone transfer.

I suspect that it isn't CPC that's delayed but the end to end switch path is still intact for the first 15-30 seconds after the called party hangs up. You have to wait for the path to be torn down before the CPC gets sent.
