I've Googled eucl, and am now a bit more confused than normal. I'm in California and we have normal T1's as well as PRI's, delivered by a CLEC.
A few questions:
Where does the money collected go? Does it stay with the LEC or CLEC? When did it change on a PRI from 23x to 5x and was the LEC/CLEC obligated to change your billing to reflect the lower eucl charge?
