Maybe built into an auto, just enough signal strength to be effective inside the auto, comes on when the ignition is turned on and the gearshift is anywhere but Park?
(with maybe a DISABLE button accessible only from the back seat, which has to be held in continuously to keep the jammer off)
I'm not seriously proposing this, just noting that some might think it a legitimate safety requirement.
