Cincinnati Bell remains an independent ILEC and even though there are roaming agreements with AT&T (fka Cingular Wireless) it's not part of AT&T. As far as I know AT&T will be the exclusive agent for the iPhone for an exclusive period and no other US wireless operator will have it during this exclusive period.
