Actually, Athens GA (706/762) has had mandatory ten digit local dialing since during 2006 according to Neustar NANPA and BellSouth.

Overlays in California and at least northern Illinois require 1+ten as well, not just NYC.
Neustar NANPA has a page of places requiring mandatory ten-digit local dialing. It might not be complete in that it doesn't make mention of mandatory ten-digit dialing across area code boundaries for any local calling to adjacent area codes, but it does list all local 10-digit and 1+ten-digit local dialing that is mandatory within one's own area code:
