I need three more outdoor PTZ cams (non-ip). What the best value in a sub $500 PTZ cam complete with exterior housing? Used is perfectly ok.

Your definitely looking at used market unless you want to go the cheapy ones from Super circuits.com who have a couple options.
$950-1500.00 each is more realistic.anything professional there are some fixed position auto zooms under 500.00
