I have an old Socket Rocket that works fine at warmer temperatures but fails to turn on below 45-50 deg. F.
Do Socket Rockets of newer manufacture work any better?

Is it possible that the bulb base contracts due to the cold and doesn't make contact with the socket when it gets cold? IIRC, they made the socket pretty deep and you really have to screw in the bulbs quite hard to get a good connection. Maybe adding a little bead of solder to the bottom-most part of the bulb would help - or if it didn't, it would at least eliminate thermal contraction as the problem source. There shouldn't be a electronic temperature issue at the 45 degree range.
