How can I be going through a proxy, when the proxy is disabled?

ISPs are ATT.net and ISP.com, dial-ups.

Accelerator Proxy program, from ATT, is propelac.exe

Firewall is Outpost

Connected to the web via ISP.com, accelerator in systray states "Accelerator: disabled Authorization denied" (Makes sense since it came from ATT and supposedly is going through ATT servers).

Firewall entries include Firefox OUT proxy 8080, then propelac.exe OUT, HTTP to site requested from Firefox.

If propelac is disabled, how can it be active?

you may be confusing proxy with standard loopback which IE and other browsers need to function correctly if your also running a web filter like admuncher it sets up as a proxy server as does a lot of anonymous web surfing tools just examine any other web tools you may have running I'm not familiar with outpost but it may also function as a proxy server read the docs..
