Is a VPN clinet pcf file just a file that starts the clinet and enters in all your IP address and group name and password info?
If so, How do I make a custom .pcf file that I could send to vendors?

Install the client on your PC, create the connection. Go to program files/cisco system/vpn client/profiles and copy the pcf...thats where they are all stored.
Also, if you want to make parts of the profile read-only you can edit the pcf file in a text editor (I use notepad/vim) & prefix the relevant lines with an exclamation mark, saves a support call if they change something unwittingly.
