Virtual Interface Sequence Number

What giverns the Vix.x sequence.

We seem to get Vi2.1 Vi2.2 Vi2.3 etc etc to Vi2.78

and then Vi3 Vi4

What governs this and why x.x sequence numbers to x sequence formats ?

Is there a limit set somewhere?
