NBAR usage?

Is there a limit as to how far you can use NBAR in conjunction with class-maps and QoS? I remember reading somewhere that using QoS in this manner on a slow link like a T1 is okay, but shouldn't be done on a 45mb DS3. Is that true? Does NBAR still allow CEF forwarding or does it process switch everything?
