I must admin the topic is not 'real cisco' but I am looking for a program(s) which can test a DHCP server (linux based, would be great).

I suppose that there might be something out there but the commercial imperative seems poor since every computer (well pretty much) comes with one built right it.
Windows:- ipconfig /release ipconfig /renew
If you want to load test a dhcp server you will probably have to write your own. An easy enough job for a decent programer.
What is it that you want to do?
