Cisco Router wont allow telnet over port 9999

I have a cisco 1721 router that will allow me to telnet to a server from an ethernet to ethernet interface,but not from the serial to ethernet interface. Its running 12.4.7 of cisco's advanced IOS and all the access lists have been pulled off all interfaces.



Any idea's?

Are you sure it's not a routing issue? I assume the server is using it's default gateway but is there a route to that serial interface from there?
