Cisco 700 and answering unauthorized calls

Hi, I have a big problem with configuration with cisco, when I configure routers by configuration below problem is with normal calling by PABX/Phone, Incoming call is hanged by Cisco and routed to their analog ports, outgoing calls is working properly. When I disconect Cisco from ISDN S0 everything working fine, what I'm doing wrong
