I have a Cisco 2600 Router, what IOS do I need to load on it to make it a VOIP Router. Does the IOS require a license. Can you also provide me the link to download the IOS. Thanks.

Yes, all versions of IOS require a license.
The feature navigator is great at finding you the image you need, and provides links to the downloads assuming your CCO account has a current Smartnet contract on it. cisco.com/go/fn
