Cisco 1605r RS232 port

The RS232 port on two different 1605r's stopped working. A breakout box and scope show that the router is indeed sending data at 9600 baud. The voltage levels however, are -10V to GND, not -10 to +10.



Does anyone know what broke and how to fix it?
